The original Lompico Improvement Club was formed on July 16, 1928. Property was acquired through Mr. and Mrs. Coleman in 1929. The property was held in trust by the Colemans until a corporation was established in 1933. The Corporation, by it''s original articles were under an obligation to use the properties for the benefit and use of the residents.
The Lompico Improvement Club was intended to be a social organization. Until the 1960's, Lompico was primarily a weekend and vacation retreat for people that lived and worked in the San Francisco Bay Area. The purpose of the club was very proper for a vacation community. However, in the late 1970's Lompico shifted from a resort and vacation community to a year round community of people who lived in and worked in the Santa Cruz and San Jose areas.
In May 1977 the Lompico Clubhouse structure was destroyed by fire. Through the dedication of a very few individuals, who donated their time and money, the Lompico Club was kept alive.
1977 - Clubhouse burns down in suspected arson
1978-1981 - Volunteers rebuild shell of building for use as a community center
1982 - Major flooding occures, closing Lompico Road and isolating the community for a month. Building is used as makeshift emergency services center
1983-1988 - Property taxes are not paid by community center
1989 - Property sold to Ms. Dawn Baker by Santa Cruz County for back taxes
1990 - Lompico Community Association is formed by concerned residents who want to regain title to property. Association petitions County to rescind sale of property, but is unsuccessful due to a lien Ms. Baker has placed against the property.
1992 - 501(c)(3) status of the Lompico Community Center, originally incorporated in 1933, is reactivated by Community Association. Community Association begins operating as Lompico Community Center (LCC). Renovation funding is researched, including state, corporate and foundations, along with searches for other building users, such as recycling center or child care center to subsidize operating expenses. No funding sources were found. LCC participates in Redevelopment proposal and Capital Improvement meetings in search of funding.
1993 - LCC enters a memorandum of understanding with the County of Santa Cruz to purchase the property for use as an emergency staging area. County grants LCC $42,000 for the purchase of the property from Ms. Baker. Capital Improvement Committee meetings still ongoing for renovation/operating funds. Community survey is mailed to all residents. 67% list a basketball court and park as top priority for property.
1994 - (June) LCC purchases property from Ms. Baker. (July) LCC is awarded a $30,000 in-kind services grant from Granite Construction to improve property. LCC continues to search for foundation funding/capital improvement committee continue to work to renovate and operate building. No funding is awarded.
1995 - (March) LCC applies for funding from Packard Foundation and Santa Cruz Community Foundation to renovate building, grant denied. (July) LCC begins application for FEMA Hazard Mitigation Grant Program to restore Lompico Creek at Community Center. (August) LCC meets with Department of Fish and Game, and Santa Cruz County Parks, Open Spaces and Cultural Services to discuss reopening Lompico Creek Pool. Both Fish and Game and Parks Department disallow pool operation. (September) Insurance carrier inspects property, finds it to be a major hazard, and threatens to cancel policy unless safety improvements are made. (November) Property tax survey is mailed to all improved parcel owners. Over 40% respond, 75% of whom approve of a 5-year parcel tax to improve property, as part of FEMA matching funds.
1996 - (January) FEMA and County Department of Parks, Open Spaces and Cultural Services disallow building due to floodway location. Process of building removal is started. (February) FEMA application is completed and submitted to county. (March) Community approves removal of building, to be replaced with basketball court/emergency staging area. (April) County Board of Supervisors approves parcel tax measure for public hearings. (May) Demolition bid received from Granite Construction. Demolition permit received from County Planning Department. (June) First public hearing to be held for parcel tax measure. (Summer) Building demolition and construction of basketball court and emergency staging area. Perimeter fence renovation.
